The UAE is positioning itself as the Middle East’s green finance hub — mobilizing billions in sustainable bonds, ESG funds, and innovation capital to support its Net Zero 2050 vision. Green Prophet’s UAE Green Finance 2025 Report explores how banks, investors, and policymakers are shaping the next cleantech frontier, from Masdar City to Abu Dhabi’s sovereign initiatives.

The United Arab Emirates is no longer just a story of oil wealth and desert skyscrapers — it’s a case study in how sovereign wealth can accelerate the global clean-energy transition. In just two decades, the UAE has turned its hydrocarbon legacy into one of the world’s most ambitious green-finance ecosystems, creating opportunities that now extend far beyond its borders.

At the heart of this transformation is Masdar, the UAE’s flagship renewable-energy company jointly owned by ADNOC, Mubadala, and TAQA. Once known for building the futuristic Masdar City, today it leads projects in over 40 countries across six continents. Masdar’s renewable portfolio has exceeded 50 GW, with a target of 100 GW and one million tonnes of green hydrogen by 2030. Its $1 billion green bond in 2025 — oversubscribed 6.6 times — shows how global investors are voting for its credibility.

Backing this is a surge of sovereign-level finance. At COP28, the UAE launched the Alterra Fund, a $30 billion climate-investment vehicle designed to mobilize $250 billion by 2030. The UAE Banks Federation has also pledged AED 1 trillion (~$270 billion) toward sustainable finance by 2030. Few countries have matched this scale of capital alignment between government, banks, and business.

The regulatory environment is catching up fast. Abu Dhabi Global Market (ADGM), Dubai International Financial Centre (DIFC), and the Securities & Commodities Authority (SCA) have all adopted frameworks for green and sustainability-linked bonds, ESG disclosure, and carbon trading. The AirCarbon Exchange, launched in 2022, became the world’s first regulated carbon-credit trading platform, positioning the UAE as a bridge between Asian and European carbon markets.

Why does this matter to investors? Because green finance in the UAE is not just policy — it’s deal flow. The market now channels billions into renewable energy, electric mobility, water security, and sustainable real estate. For global investors, this means access to well-structured, de-risked opportunities with sovereign backing — and proximity to the fastest-growing markets in Asia, Africa, and the Middle East.

Like Cloud, Big Data and other technological buzzwords, the definition of the Internet of Things (IoT) is often stretched to fit a corporate sales pitch. IoT. But what is it? The internet of things connects ordinary objects to the internet. So now we can Google missing luggage and use an online dating service to match our socks? The reality of IoT is only slightly less imaginative. IoT promises to become the technological bricks and mortar that helps us build smart cities.

Someone peeked inside the refrigerator. A jar tilted against the rubber seal preventing it from re-closing tightly. The door was slightly ajar for only about an hour. But the incandescent refrigerator light bulb had done the damage. Ninety-five percent of its 15 watts went into heating the well-insulated box and spoiling $50 worth of food. It had happened before. It would happen again. So I jury-rigged an alarm that squeals every time the fridge light comes on. The alarm annoyed my family, but a neighbor asked me to make one for him. A photoresistor, a battery and a piezoelectric beeper shouldn’t cost more than $5. But when I researched these 1970s vintage components, I learned that they had evolved into microprocessors and eventually the internet of things.

I found a $5 device capable of measuring temperature and humidity and transmitting the results over WiFi. It could post,“Hey stupid, you left the fridge open again!” on my Facebook wall when it detects a temperature rise.

I showed this to an Iraqi architect who immediately saw how it could be used to improve the curing of pre-stressed concrete– a process that should rely more on science and less on gut instinct and luck. What else can be done with this internet of things?

When Ireland squandered too much of most abundant resource (rain) — smart water meters were installed on millions homes. These devices measure water consumption, detect leaks and transmits its findings via a smart-meter network to a monitoring truck which passes this information to the billing department. My electricity meter does the same thing.

Worldwide the growth of this technology is approaching the frantic pace of PCs, smart phones and the internet itself. IoT is already implemented in some cars to put drivers in touch with mechanics and tow companies in the event of a break-down or crash. Cars can also notify each other of road hazards and traffic congestion.

SamTech of U.A.E. uses IoT to track buses, taxis and other vehicles. GreenQ of Israel uses IoT to track garbage. Silicon Oasis is installing IoT for smart streetlights in Dubai. flux is using it to listen to the health of plants. Smart thermostats like Nest can adjust the temperature of your home when it detects that your smartphone (and presumably you) are nearing the house. And last but not least, IoT is being used for refrigerators. Refrigerators can send a recommended grocery list based on what my family has used and at what rate and remind them when they are eating too much unhealthy food. It can even show its contents via a video display so there is no longer a need to open the door and peer inside and risk leaving the door open.

“I chose the feathers because [this] piece was about the birth of something new and the piece goes through dark phases to light, which is meant to be spiritual,” Bowker told Dezeen at the Wearable Futures conference in London last week.

Bowker began her research at the Royal College of Art, concocting inks that respond to different environmental conditions. It was there that she developed a pollution-absorbent ink called PdCl2, which changes color from yellow to black in contaminated conditions then reverts back in fresh air.

“I graduated with an ink which is respondent to seven different parameters in the environment,” Bowker said. “Not only will it absorb air pollution, it will change color to UV, heat, air friction, moisture and more. This gives it the capability to go through the full Red-Green-Blue scale.”

“Each ink works very differently, it depends on what sort of material you want to apply it to,” she added.

The inks can be applied to most materials. “You can screen-print it, paint it, spray it, or alternatively you can dye things with it, impregnating the fibers with the color,” said Bowker.

Bowker’s techno-dyes were initially showcased using fashion, but they’re now being adopted by a range of industries seeking applications bespoke to their business, including a concept airplane interior for Airbus.

“Everyone saw this technology and saw their own vision of how they could use it,” said Bowker.

Bowker (pictured above) can customize the inks to change color in specific places by mapping the conditions at the locations and creating an ink to respond to these parameters.

“If you came to me and said ‘I want my silk jersey to change color when I’m at Oxford Street, then when I’m at Baker Street I want to be a different color’, I would go out and map the fluctuations in the environment of each tube station then I would create you an ink that responds to those environments,” Bowker told Dezeen.

Bowker has established The Unseen, a design firm focused on biological and chemical technology to raise product awareness.

She also hopes to develop manufacturing to make the ink more affordable. The company is targeting London Fashion Week in February 2014 for a wider product launch.

Ultimately, Bowker sees potential in the medical industry, “If it goes into a T-shirt that lets you know if you’re going to have an asthma attack, that for me is much more successful than having an amazing fashion collection.”

My precious ring!

King Gyges of Lydia ruled over what is now western Turkey from 716 BC to 678 BC. The legend of his rise to power began when the young shepherd Gyges entered a cave and found a magical ring which gave him the power of invisibility. He used this ring to seduce the queen, murder the king and take his place. In his Republic, Plato used the ring of Gyges to argue that no man is so virtuous that when given the power of invisibility, he would do no evil.

Our technological ring of Gyges

In ancient times our environmental impacts were obvious. Smoke and soot from cooking and lighting fires filled the air and stained the walls of homes. People lived amongst the middens of their own waste. No one could secretly consume more than their share or secretly poison their environment. The invention of agriculture led to cities and trade which increased the distance between populations and their ecological impacts. The invention of plumbing and sanitation removed people from their waste. Electricity allowed people to bring heat and light into their homes while sending our soot and smoke out of sight and out of mind. Like the magical ring of Gyges, technology gave us the power of invisibility. We rely on frail human morality to save our planet. It’s no wonder we’re in trouble.

Abundance isn’t enough

The simplistic solution is to build more power plants, drill more oil wells, desalinate more oceans. But this will fail. Somewhere in Ireland it is probably raining right now. As much as three meters of rain fall on Irish hillsides each year, ten times the average rainfall of Jordan. And yet, Ireland faces water shortages. Even if we had perfect weather control and sufficient nuclear power plants to desalinate the Red Sea, we would face Jevon’s paradox. That is, as supply of a resource grows, demand also grows– often at a higher rate. Ireland’s water shortages are not caused by lack of water. Ireland faces water shortages because the true cost of water is invisible. In 1997 the Irish government decided that citizens have the right to free water. Environmental economists could have predicted the outcome. More than half of this unmetered water leaked away before reaching a consumer’s tap. There is no incentive for conservation, so one of the rainiest countries on earth faced water shortages.

Information technology can destroy the ring

Technology gave us the ring of Gyges but technology can also destroy it. What do the ozone layer, the bottom of the Gulf of Mexico, the high arctic and Taiji Japan have in common? Each of these remote places concealed environmental disasters which were revealed through information technology. Information is also the key to solving society’s energy and water problems.

Avoiding information overload!

Paper or plastic. Free-range or organic? GMO or hybrid? Consumers already feel overwhelmed with environmental choices. Fifty-three percent of Californians voted against proposition 37 which would have required labels on GMO food products. How can we help consumers make wise choices without overloading them with information? Fine-grained water and electrical metering, carbon taxes and other economic tools can help us factor invisible costs into our personal choices. Big Data is another powerful tool. Dieters use smart phones to simplify healthy food choices. The same technology could reveal how much water and oil is consumed to get food onto your supermarket shelf. Government’s role should be to facilitate a truthful database. Our role should be to become environmentally literate so that this information is understood.

Last week was the annual ‘Made in Palestine 2012’ fair showcasing local Palestinian innovations. Now in its seventh year, the fair was co-sponsored by the Swedish NGO Diakonia and by Al Nayzak, a Palestinian organization. There were two exhibitions, one in the West Bank, at the Ramallah Cultural Palace exhibition hall, and one in the Gaza Strip. Together they showcased over 20 scientific innovations, including green technology, agricultural tools and mobile applications related to food and health.

One participant, Afnan Hamad, a 23-year-old chemical engineering graduate from An-Najah National University in Nablus, told IPS that he hopes to someday be the first supplier of alternative fuel in Palestine. “We designed a device to convert plastic waste into gasoline, kerosene and diesel fuel,” he said.

Much of the fair celebrated work from young scientists, including inventions by many young Palestinian women. At another booth in Ramallah, 20-year-old computer engineering student Rasha Saffarini, and her colleagues Isra’ Al-Qatow and Abdullah Al-Qatow, showcased their cell phone application called ‘Healthy Gate,’ which helps users calculate healthy food choices and set corresponding alert-reminders.

“Our families are very proud and so are we,” said to Hamad. “We invented something new for Palestine.”

Around six months ago, Alisa Ananbeh took part in a US funded five-week programme to help young people from the Middle East deal with environmental problems. Just under twenty students from Gaza, Jordan and the West Bank travelled to America to learn about the US environmental movement and ways to build leadership on the issue in their own countries. The diverse group arrived at the end of July 2011 and spent time in Oahu, San Francisco, Boulder Colorado and Washington DC. I spoke to Alisa who lives in Jordan about what motivated her to take part in the programme and how she hopes to help Jordan deal its own unique environmental problems.

GREEN PROPHET: Tell us a little a bit about yourself –where you are from, your interests and background.

ALISA: I live in Jordan and have a Jordanian father and a Ukrainian mother. My life was always somewhere in between those countries. I studied Management Information Systems for my Bachelor degree. Books, art and culture are my childhood passions that stayed till my adulthood. My other passion is to be environmentally concerned, through small everyday things in life and to raise the awareness as much as possible. I also believe in social corporate responsibility and its benefits for the company and the society. I am currently working for an IT company and at the same time volunteering with the Jordan Green Building Council.

What was the single most important thing you learnt during the Study of the US Institute for Student Leaders on Global Environmental Issues (SUSI) programme?

Definitely team work! People that participated with me gave me so much knowledge, positive energy and showed how by uniting with each other we empower our actions. During SUSI we learned how to trust and listen to each other to achieve results. For example during our first days, we went on a canoe trip, where we needed team work and understanding of the almighty waves to stop us flipping over. Those trips, activities and sub-activities also taught us how to multitask and see opportunities from different angles. Sometimes it was crazy, but we still maintained the element of fun and constant learning!

What kind of things did you learn that you think will apply to environmental problems in the Middle East?

Jordan is a rapidly growing and developing country where the ICT industry has grown by 25%. By 2011, the number of workers in the ICT industry will increase from 16,000 to 35,000. This is significant since by reaching the business sector and promoting the green sustainable solutions, you could positively change the impact on the environment. Through simple habits – and with less cost than most people would tend to believe – everyday life could be changed in undemanding way and decrease the damage on the environment.

Starting with reducing printing or printing on both side of paper, recycling and introducing more plants to the office, positive changes could be made. In addition new developments such as cloud computing can decrease usage of servers and reduce the carbon footprint of the company. A new office could be equipped with second-hand furniture and existing offices can change lamps and educate their workers about environmental awareness.

Yes, it even helped me to form lifelong friendships! Now I know where I can find help with my environmental plans. During the program, we saw that a small group of like-minded individuals can accomplish a lot in a limited amount of time. And even though not everyone was from Jordan (some of us came from Palestine) we still organize Skype meetings to discuss our plans and ask for some advice.

What are the main environmental issue that you think must be tackled urgently in Jordan?

Jordan’s main problem is the lack of acceptance of our environmental issues. By educating the youth and demonstrating positive ways to protect the environment, I hope we can have a long-term impact. Therefore I believe it’s important to raise the awareness amongst people not only in the cities but in the villages too. That way, other issues such as lack of water, waste management and environmental pollutions will be jointly solved by Jordanians.

Panasonic’s “eco ideas” interactive show earlier in 2010 was part of the corporation’s grand plans to promote their three-branched eco solutions.

Green electronic products and sustainable business models are the latest trends in the information and communication technology sector. Most IT and electronics manufacturers are aggressively looking at greener companies. And Panasonic hopes to become one of them.< In October 2010 Panasonic Marketing Middle East FZE (PMM) announced the ‘Eco Ideas Declaration’ for the Middle East and Africa region at GITEX, the region’s premier IT exhibition.

“With this aim, we will be developing competitive solutions and systems with smart energy gateways,” said Moto Hide Masui, corporate environmental affairs division of Panasonic Japan.

By adopting the declaration, Panasonic aims to become the No. 1 Green Innovation Company in the Electronics Industry in Middle East as part of Panasonic’s group-wide global commitment to drive eco-innovation by 2018.

To achieve this goal, the company is pursuing its Eco Ideas for Lifestyles and Business by promoting sustainable and comfortable green lifestyles, alongside aims to reduce the environmental impact of its operations. Panasonic is currently combining these environmental efforts and business growth with a vast number of initiatives and projects.

Panasonic’s Eco goals for Middle East and Africa are as follows:

To educate 100,000 of its customers in the next three years by celebrating Green day on the first Friday of every month at 30 of its exclusive showrooms in the Middle East. In addition, 14 showrooms across the region will be kitted out with Eco Kiosks.

To double sales of Superior Green Products by March 2013. Superior Green Products are those that have achieved the top environmental performance in terms of energy saving and management of chemical substances.

Customers who enroll for Panasonic’s ‘Plus Card’ loyalty program and school children will be educated by the showroom staff and eco-booklets will also be made available. This program aims to to raise awareness on energy and water conservation.

A biodiversity project, titled the Lake Victoria Catchment Environmental Education Program is also being undertaken. The project is designed to empower catchment communities and schools with the knowledge, motivation and abilities for sustainable use of natural resources.

Scholarships for two students will be provided under the Environmental Science Bachelor Degree Program from UAE’s prestigious Abu Dhabi University. The scholarship program is aimed at encouraging local talent to take up environment studies and research in the region.

An ‘Eco Picture Diary Contest’ aimed at encouraging 6-12 year old children to learn more about protecting the environment has been launched by Panasonic Corporation globally and is being introduced in this region in UAE, KSA, Kuwait, Oman and Lebanon.

Panasonic, which will celebrate its 100th anniversary in 2018, is also gearing up to reduce its carbon footprint. “It is our duty to ensure a sustainable future. We pledge to reduce CO2 emissions by 15% from our facility,” said Seiji Koyanagi, Managing Director of Panasonic Marketing Middle East FZE.

According to the Jerusalem Post, last week the Environmental Protection Ministry, financial groups, the European Commission green and the green umbrella organization Life and the Environment, got together to hash over a green metric system.

Opinion writer Asher Meir noted a few potential pitfalls – how can the environmental parameters ensure accuracy, how much will it cost, and who will keep tabs on smaller companies?

But the Environmental Protection Ministry published an enthusiastic statement ahead of the conference. It looked at the Carmel Chemical company, whose environmental record was so bad that the Ministry revoked its hazardous materials permit. If polluting companies are put on an environmental blacklist, then they won’t get the funding necessary to operate, and the state will save on future cleanup costs.

One big winner from a green metric could be Israel’s cleantech industry, which includes irrigation technology, solar energy and even green flame retardants. Starting these companies depends on foreign investors, like the delegation that came in May from California. Bearing in mind Meir’s warnings, this project could give the local green industry a time to shine.

Although the year 2030 is only some 20 years away, many drivers in developed countries may be driving electric powered cars by then. This prediction was brought out by a study by the Center for Entrepreneurship and Technology at the University of California at Berkley in which electric cars with “switchable batteries” like that of Shai Agassi from Better Place may comprise as much as 86% of all light vehicles being driven – especially in countries like the USA and Japan.

As more and more battery exchange stations are built, such as the ones being presently developed and tested by Israel’s Better Place Electric Car Company , vehicle caused exhaust emissions could be reduced by more than 60%, and result in a savings in imported fossil fuel to America alone by as much as 3.7 million barrels of oil a day.

Even though the cost of building an infrastructure of battery exchange stations would have a high initial cost (estimated at around $320 billion, the eventual savings on health related costs could be as much as $205 billion, as less work time would be lost from respiratory diseases, and treatment by various health services.

Not only that, the cost of these “total electric” vehicles with exchangeable batteries are expected be lower than full gasoline or hybrid models; and will be about $7,500 less when these models begin coming on the market in 2012.

The study goes on to estimate that the cost of running these vehicles, even with the exchangeable battery system, will average 12-13 cents per mile lower than gasoline powered vehicles (depending on the price of oil, and its availability).

Countries like Japan (who must import nearly 100% of its petroleum) and the USA, which is getting support from the present Administration for developing electric vehicles, are now involved in promoting the future of electric cars. For example, Nissan North America will receive $1.6 billion in federal funds to retool its Smyrna, Tennessee, factory to build advanced electric automobiles and an advanced battery manufacturing facility; and the Japanese government is now testing battery exchange stations installed by Better Place and other similar companies.

Undoubtedly, the course of technology will rapidly accelerate in the next 20 years, and other types of energy sources will be developed, along with battery powered electricity, for moving cars down the road – or through the air, if we consider the Back to the Future movie series starring Michael J Fox.

Some of these include hydrogen fuel, solar energy cells to provide the power instead of exchangeable batteries, etc, and even water- if theories concerning the separation of hydrogen and oxygen molecules from H2O are really true.

Natural and LP gas, as mentioned in a previous Green Prophet article, is also being considered. But even though it is slightly cleaner than petroleum (about 20%) it is still a fossil fuel, and must still be either imported or made from oil.

No doubt, electric powered cars will eventually play a major role in how people will drive, or fly, from one place to another.

The Cooperation Act will fund eligible joint ventures between US and Israeli businesses. Two million dollars, or $1 million from each country, has already been allocated for this year with a significant increase expected in future years.

At the opening, Jonathan Shrier (pictured above), acting assistant secretary at the Office of Policy and International Affairs of the US Department of Energy, told the conference plenum that the agreement had the support of Dr. Steven Chu, the new US Secretary of Energy.

“The secretary sees the power of international arrangements,” such as those brokered by the Binational US-Israel R&D Foundation (BIRD), the US-Israel Binational Science Foundation and others. “These various parties are involved because we need to push R&D of already available technologies and not neglect the cutting edge research at the basic science level.”

Shrier told me that, while the US has similar agreements with countries such as Japan and the EU, “This one is special because we have a partner who brings a lot to the table. Israel is world-renowned in the field and we meet as equals,” he said.

US-Israel already in cooperation

Examples of US-Israel cooperation in renewable energy are already underway, noted Shrier. Seambiotic and Better Place, have already received approval. Seambiotic is the first company in the world utilizing flue gas from coal burning power stations for algae cultivation. The company aims to grow and process marine microalgae using an ecologically based environmental system to reduce air pollution and global warming. Better Place is a venture-backed company aiming to reduce global dependency on oil through the creation of an electric car network with a swappable battery.

The US Department of Energy and Israel’s Ministry of National Infrastructures agreed that the exchange researchers and conferences are two important elements of the collaboration. Two conferences in the US and two in Israel will take place annually. The annual conference in Sde Boker, Israel, will focus on the technological advancements in the Renewable Energy industry while the annual Eilat-Eilot conference will serve as a platform for industry-ready technologies to exhibit and market their offerings. In addition, Israeli researchers will spend significant time working in the US market and Israeli researchers will do the same in Israel.

The three-day conference focused on the latest innovations in renewable energy, with the participation of internationally-recognized alternative energy companies such as SCHOTT Solar of Germany, SunPower of the UK and Concentrix of the US, and speakers from around the world, as well as leading Israeli firms and start-up companies in the field. Close to 1,000 people attended the event and exhibition at Eilat’s Herod’s Palace conference center.

At the opening, keynote speaker, Israel’s Minister of National Infrastructure Binyamin “Fouad” Ben Eliezer, said his office was concentrating on two areas, that of assuring energy sources, primarily natural gas; and developing alternative energy sources, “primarily solar, given Israel’s optimal climate conditions,” and others, such as oil shale, as well.

The Silicon Valley of renewable energy

By 2020, 10 to 20 percent of Israel’s energy production will be solar, Ben-Eliezer told delegates, adding that he had full confidence that the energy economy division would be 20% solar, 40% natural gas and 40% coal-based. Energy would be generated at solar power projects at Ashalim, a 250MW BOT project whose tender will be offered shortly; Timna, a 250MW project whose bid for tender will be announced this coming summer; and Tel Arad, which is in the planning stages.

Ben-Eliezer called for the government to implement the decision to declare the Negev and Arava national priority regions. Also in attendance were MKs Avishay Braverman and Ophir Pines-Paz and Minister of Environmental Protection Gideon Ezra.

Noam Ilan, director of business development for the Eilat Eilot region said: “We truly believe that this event will place us firmly on the international map as a true world leader in the renewable energy and solar industries and the participation of Ministers Ben Eliezer and Ezra underscores that belief.”

His sentiments were echoed by Meir Yitzhak-HaLevy, Mayor of Eilat, who said he intended to make Eilat, “the world’s first solar city,” and Udi Gat, chairman of the Hevel Eilot Regional Council, who said: “We want to be the Silicon Valley of renewable energy.”

Other announcements made at the conference include the Timna Renewable Energy Park, which will be a center for R&D, and the AORA Solar Thermal Module at Kibbutz Samar, the world’s first commercial hybrid solar gas-turbine power plant that is already nearing completion. Solel Solar Systems announced it was beginning construction of a 50 MW solar field in Lebrija, Spain, and Brightsource Energy made a pre-conference announcement that it had inked the world’s largest solar deal to date with Southern California Edison (SCE).
