I've seen fire escape routes publicly posted in strategic locations in malls & other institutions in America. This is a matter of worst case scenario public policy planning that has to start at the top. I remember, too, that businesses in America could not legally open until the city fire inspector paid them a visit, approved their site & issued a license, all based on building safety. This reminds me of how POLICY changes in physician hand-washing reduced hospital infection rates to a very low level. Checklists, too, had similar influence in military accidents in the USA military. The sad thing was that physicians THOUGHT that they were washing their hands far more than they really were (when monitored). My condolences for the mourning families as well as wishes for a speedy recovery for all of the injured.
